I rise to congratulate the Republic of China on Taiwan on the occasion of its first presidential democratic election. This truly is a historic occasion. This occasion illustrates that self-will must start with the people. In President Teng-hui's inaugural address he speaks most eloquently: ``Today, most deserving of a salute are the people of the Republic of China. A salute to them for being so resolute and decisive when it came to the future of the country, a salute to them for being so firm and determined when it comes to the defense of democracy.'' I continue holding firm to the belief that democracy is the epitome of respect toward humanity. I believe democracy is the delicate balance between conflict and conviction. Having now chosen a democratic government, I welcome Taiwan into the international world of peace-seeking nations. I now encourage the people of Taiwan to gravitate toward full economic growth, prosperity, and development, and support them as they rise to meet their new international challenges. Democracy can offer hope.

This bill does not preserve full and open competition. What it does is put a statutory bait and switch on the House and on the American public. I think that we cannot do those kinds of things. We must in fact vote for the Collins-Meyers…

I rise in support of campaign finance reform, I have always been, but this Gingrich Republican bill is not reform, it is revolting. So I oppose this bill, H.R. 3820. The 104th Congress, with a Republican leadership that was bought and paid…
