Section 1 of Article I of the Constitution states unequivocally that all legislative powers herein granted shall be vested in a Congress of the United States which shall consist of a Senate and a House of Representatives. Now, let me repeat this for my colleagues. All legislative powers shall be vested in a Congress of the United States. This is critical. The Constitution did not say only some legislative powers shall be exercised by the Congress. It does not say the Congress has to share its legislative responsibilities with any other branch. Perhaps most importantly from the standpoint of this debate, the Constitution does not give the Congress the power to delegate its legislative powers to the President or to anyone else.”
