“I rise this afternoon in strong support of the conference report on S. 2000, the Head Start Act Amendments of 1994. As you know, Head Start is a proven program designed to ensure that America's most underprivileged children receive the proper nourishment, medical care, and educational opportunities to enable them to lead healthier, happier, and more productive lives. I have long been an outspoken advocate of the numerous benefits provided to children involved in this program and am very pleased that, under this legislation, Head Start will be expanded and strengthened. Over the past decade, focused attention upon and comprehensive resources for the troubles affecting a large number of America's underprivileged youngsters and their families was lacking. As a result, all too many of our children have become increasingly exposed to the problems of poverty, hunger, and illness. Head Start has proven extremely effective in combating the struggles faced by individuals living in less fortunate environments and we must utilize its well-developed resources to their full potential. This conference report contains provisions that will do just that.”
