during my tenure in Congress I have been witness to a whole lot of things, but I have never seen such a despicable display of political gamesmanship and purely partisan, selfish maneuvering as is coming from the Gingrich Republicans these days. While I reluctantly support the very limited continuing appropriations bill we are considering today, I am appalled at the tactics that have been employed by the GOP over the last 21 days to hold the Federal Government and the American people hostage to their extreme ideological agenda. Despite the fact that the majority leader in the other body, Senator Dole, said a few days ago, 'Enough is enough,' and rightly called on the House to pass a clean continuing resolution to reopen the entire Government, the Gingrich groupies continue to play games. While H.R. 1643 will reopen the Government for selected Federal activities, it remains an inadequate measure in that it leaves many critical Federal responsibilities unmet. In addition, while it properly returns our dedicated Federal employees to work with full pay, it neglects to fund many of the programs which they are charged to administer. In other words, it takes some of the political heat off the Republicans, without providing a real solution to the crisis we face.
