The Clerk read as follows: Mr. Schneider moves to recommit the bill H.R. 527 to the Committee on Natural Resources with instructions to report the same back to the House forthwith with the following amendment: Add at the end the following: SEC. __. BANNING EXPORTS TO HOSTILE NATIONS THAT SEEK NUCLEAR WEAPONS OR MISSILE TECHNOLOGY. Nothing in this Act authorizes the export of helium from the Federal Helium Reserve (as that term is defined in the amendments made by this Act) to Iran, North Korea, or Syria, or to any person (including any successor, assign, affiliate, member, or joint venture with an ownership interest in any property or project any portion of which is owned by such person) in violation of the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.) or who, in the judgment of the President, is likely to transfer or divert such helium to Iran, North Korea, or Syria in violation of Federal law or Executive Order prohibiting trade with Iran, North Korea, or Syria.
