Mr. Chairman, this amendment aims to address the threat of electromagnetic pulses and geomagnetic storms on the Nation's electric grid. While I agree that we should protect our Nation's electric grid, I don't agree that we should only focus on these high-impact, low- frequency events. There are many other threats, Mr. Chairman, to the grid that deserve just as much focus. The Franks amendment may undermine current FERC authority in the process for developing consistent technical standards for grid security already in place under Federal law.
