In addition, this bill is unnecessary because the Department of State is working right now diligently to complete the permit-decision process for the Keystone XL pipeline. The bill prevents the thorough consideration of complex issues that could have serious security, safety, environmental, and other ramifications.'' Mr. Chairman, I share these concerns of the President and, for that reason, I urge all of my colleagues to vote against this egregious bill.
