Not only did they turn their backs, but the Illinois EPA, the State EPA, refused to even investigate this matter. I had to get the U.S. Justice Department and the U.S. EPA to end this atrocity. If this bill is ever enacted, it will bar the Federal Government, at the very least, from serving as the last backstop for the American people against polluters who would seek to skirt the law without regard to the families and communities that they would harm. Mr. Chairman, I ask that the people who are Members of this Congress who have a heart and a mind to not only put the American people back to work, but also to protect the environment, to resist this effort and vote ``no'' on this bill.
