Greg Walden, Chairman, House Energy and Commerce Committee, Washington, DC. Hon. Frank Pallone, Ranking Member, House Energy and Commerce Committee, Washington, DC. Dear Chairman Walden and Ranking Member Pallone: On behalf of the Kalispel Tribe of Indians, we write to once again voice our opposition to H.R. 3043, the Hydropower Policy Modernization Act. As stated by Kalispel Vice Chairman Raymond Pierre during testimony before the House Natural Resources Committee in April, H.R. 3043 goes much too far in trying to address inefficiencies in the federal hydropower licensing process and will create more problems than it resolves. If enacted, H.R. 3043 will allow hydropower operations to undermine the purposes of Indian reservations and destroy with impunity tribal trust resources. We respectfully call on you to oppose this legislation. The Kalispel Tribe resides on a 5,000-acre reservation on the Pend Oreille River in northeast Washington. Our reservation was created to provide our people with a permanent home, including the ability to use our river and its resources like we have since time immemorial. This purpose has been undermined by the construction and operation of the Albeni Falls, Box Canyon, and Boundary hydropower projects on the Pend Oreille River.…
