Mr. Speaker, title V of H.R. 4348 fails to protect communities and their drinking water from toxic coal ash or from another messy spill like the disaster that occurred in Kingston, Tennessee, in 2008. Mr. Speaker, let me conclude by saying that my State alone produces 4.4 million tons of coal ash annually, and at least 19 coal ash dumpsites have contaminated local water supplies. Additionally, each and every day a steam-fired steamship, the SS Badger, dumps 4 tons of coal ash into Lake Michigan, my beloved city of Chicago's primary water supply system. I urge all of my colleagues to vote against the motion to instruct. Mr. McKINLEY. Mr. Speaker, I yield 2 minutes to my colleague from Pennsylvania (Mr. Holden).
