amendment No. 2605 deals with Hurricane Katrina contracting. This sense-of-the-Senate amendment I offer with Senators Coburn, Lautenberg, Ensign, and Johnson is a simple effort to enforce some accountability and transparency into the contracting process. FEMA needs to reopen its no-bid contracts. FEMA representatives testified before Senate committees they would do so. They have now backed away from that. That is unacceptable. I hope my colleagues will support this amendment. The PRESIDING OFFICER. The Senator from Iowa.
