We'll continue to consult with Congress and I do think it will be important for Congress to weigh in and that our consultations with Congress continue to develop so that the American people are part of the debate, but I don't want to put the cart before the horse. We don't have a strategy yet.

I think when we act on that basis, it doesn't always work out, but over time things do get better.
