I think it's a major problem. If you look at the history of the last several decades, I think what's fair to say is that Africa has not made as much progress because ruling elites have not thought about reinvesting what resources these countries have into the development of ordinary people and giving them the tools and the skills and the opportunities for them to succeed and thrive.
