Very simply, if we look at the experience of Desert Storm, I think that carries out not only the importance of having deep strike aircraft but also deep strike aircraft with stealth. We analyzed at the time the two B-2 bombers, for example, which do not have to have flight cover. Because they are able to avoid and evade radar, they do not have as much air-to-air refueling or suppression of SAM missile systems, and they can hit as many targets, two aircraft can hit as many targets as 75 conventional aircraft. At a time when we have cut our air wings from 24 to 13, our tactical air wings, it is important to have that leverage capability. We saw this in Kosovo, where we hit multiple targets with a single B-2 mission, hit multiple targets and destroyed a much larger percentage of the target availability than other conventional planes. So this is a leverage capability. It leverages the thing Americans are greatest at, which is technology.
