Let me just put the playing ground where it is right now. At this point, we have in this bill a provision that makes the President come to the Congress for a supplemental instead of taking Kosovo money out of ammunition accounts, out of spare parts accounts. The gentleman from Missouri (Mr. Skelton) has advised us that the President has now made that commitment to us.
