Let me just say in a couple of areas that the gentleman from Colorado [Mr. Hefley] is right and the gentlewoman from Colorado [Mrs. Schroeder] is right. We have the pay raise, which is absolutely important to our people. We have the increased housing allowance. We have a number of other quality of life issues that we need to get passed. We owe them to our people in uniform.

It is my belief that, collectively, NATO is not yet at a maturity level sufficient to effectively incorporate cyber technologies that exploit critical Russian infrastructure.
I think what today's hearing and what this situation and NATO's eastern flank highlights is the fact that we don't have a tremendous amount of time to wait around for the next great Army to show up in 10 to 15 to 20 years.
It is concerning; and, of course, it fits a pattern, a long-term pattern of efforts by China to obtain intellectual property and technology from the United States.
I think competition works well when it is driving innovation, and obviously also can work well to control costs.
