I agree that the language contained in the conference report can both be flexible enough to allow our personnel to protect America's security interests and fair enough to protect our personnel without placing themselves in legal jeopardy when they employ the means any reasonable person would in a given interrogation. If I might depart from the colloquy just for a bit to explain to my colleagues in the House, the Senate injected the straight Senate detainee language about humane treatment and the House injected and insisted on a section called personnel protections which gave defenses to uniform and nonuniformed personnel in detainee actions. It also provided for counsel to be employed or provided by the government. That was the essence of the provisions that were injected into the conference on the House side. I thank the gentleman for letting me expand.
