let me rise briefly to support the Smith amendment and to say that the Mexico City policy that we propagated under the Reagan administration sent a moral message to the world. As I understand it, most of the organizations that heretofore had performed abortions stopped them as an effect and impact of that policy. If we still have that moral policy, and that is my feeling that we do have that and that that is exactly what we are voting on, then we should not support abortions through middlemen. We should not support organizations that support abortion. We ought to keep that message as clear as we did under the Reagan administration, under the Mexico City policy. I would urge a strong yes for the Smith amendment.
