I would just respond, that is not the Secretary of the Air Force; and if the gentleman is holding this up as something that justifies a condemnatory statement by the United States House of Representatives, then it has to be something that is representative of the actions of the officials of the Air Force Academy; and no one has used language as strong as the gentleman from Wisconsin (Mr. Obey) who states, and I am going to state this one more time because we keep moving off it, the gentleman's statement is that ``SEC Air Force shall develop a plan to ensure that Air Force Academy maintains a climate free from coercive and religious intimidation and inappropriate proselytizing by Air Force officials and others in the chain of command.'' The amendment does not even say ``some Air Force officials.'' He is holding that out as representative of what is going on in the chain of command in the academy.
