let me say to the gentleman who put together this Guard and Reserve package and does it for the Armed Services Committee, the gentleman has always acted with total integrity and has always met the needs of the services. Unfortunately, we have always had to cut what the services need, cut the supply of resources that we are going to give those shortages by about 50 percent. There are lots of things that the Guard and Reserve need right now on their equipment and in their training and in their ammunition and spare parts to be able to go off and serve in a foreign theater.
