I think the gentleman from Missouri would agree with me that we will have done a great service for the men and women in uniform if in fact the President says, Okay, on top of this year's appropriation and authorization for maintaining the military, I will come with extra money for the Yugoslav operation, for the peacekeeping operations, so we will not be dipping into ammunition accounts to fund that.

You cannot throw money at the problem, and we do not need to be investing government dollars where the private sector is going to invest its own dollars.
It is concerning; and, of course, it fits a pattern, a long-term pattern of efforts by China to obtain intellectual property and technology from the United States.
The government needs to be very discriminating about how it approaches and how it invests its R&D dollars.
