That is a magnet that this President has allowed to keep turned on at full power, that brings people into this country illegally, because he is paying them more in welfare payments than they can make working in their native country. But the point that I am making is this President and Doris Meissner, his INS Commissioner, who is a nice person, have testified against and fought against every Border Patrol increase that we have passed in this Congress, that Republicans have passed.
