Again, when we talk about this whole issue, I think the thing that needs to be very obvious here is we need cement, obviously, to build infrastructure. The industry is saying, You're going to cost us 18 out of 100 plants and you're going to cost 20,000 jobs. Now, we can take issue with that. I just heard my colleague say that we have to take the cement industry at their word. I agree. This is what's being said: 20,000 jobs. So the question is, now, do we just go ahead and say, Well, let's not give any additional time to figure out how to comply with these regulations so those jobs aren't lost; let's just take the arbitrary number and move forward?…”
