Now, therefore, be it known that I, Abraham Lincoln, President of the United States, do issue this my proclamation, as required by said act, ordering and requiting all deserters to return to their proper posts;

I, Abraham Lincoln, President of the United States, have considered it to be my duty to issue this my proclamation, declaring that an extraordinary occasion requires the Senate of the United States to convene for the transaction of business at the Capitol, in the city of Washington, on the 4th day of March next, at 12 o'clock at noon on that day
The Provost-Marshal-General is ordered to make the draft in the respective districts as speedily as the same can be done after the 15th of this month.
Let nothing which is transpiring change, hinder, or delay your military movements or plans.
