It is due to this officer to state that he was passed over in consequence of physical disability, this disability having occurred in the discharge of his duties; and prior to his misfortune he bore the reputation of an efficient and correct officer, and subsequently has evinced a willingness to perform whatever duties were assigned him.
Provost-marshals and marshals of the United States will arrest and commit to military custody all such offenders as shall disregard this order, whether they have passports or not, and they will be detained in such custody until the end of the war, or until discharged by subsequent orders of the President.
Let nothing which is transpiring change, hinder, or delay your military movements or plans.
