To the Senate of the United States: I transmit herewith, for consideration with a view to ratification, a convention between the United States of America and the United Colombian States, signed by the plenipotentiaries of the contracting powers on the 10th February last, providing for a revival of the joint commission on claims under the convention of 10th September, 1857, with New Granada.
