To the House of Representatives: I transmit herewith a report from the Secretary of State, in reply to the resolution of the House of the 4th instant, relative to the intervention of certain European powers in the affairs of Mexico.

In answer to the Senate's resolution of the 6th instant, requesting the return of a certain joint resolution, I transmit a report from the Secretary of State.
As a general rule I abstain from reading the reports of attacks upon myself, wishing not to be provoked by that to which I cannot properly offer an answer.
Now, therefore, be it known that I, Abraham Lincoln, President of the United States, do issue this my proclamation, as required by said act, ordering and requiting all deserters to return to their proper posts;
I believe that it is not only possible, but in fact easier, to do this without deciding or even considering whether these States have ever been out of the Union, than with it.
