In order to supply the aforesaid deficiency and to provide for casualties in the military and naval service of the United States, do issue this my call for three hundred thousand (300,000) volunteers to serve for one, two, or three years.
All officers and persons in the military, naval, and revenue services, or in any branch of the public service under the authority of the United States Government, are required, upon subpoena issued by direction of the said commissioners…
But there is a task yet before us---to go forward and consummate by the votes of the States that which Congress so nobly began yesterday.
By no other result can the six thousand men be obtained from the two States, and, at the same time deal justly and keep faith with both, and we do but confuse ourselves in questioning the process by which the right result is reached.
