I transmit herewith the report of the Secretary of War, which, with my permission, has been delayed until the present time to enable the Lieutenant-General to furnish his report.
while I can not order as within requested, allow me to say that it is my wish for you to relieve the people from all burdens, harassments and oppressions so far as is possible consistently with your military necessities;
but whereas information has recently been received which affords reasonable grounds to expect that Her Britannic Majesty's Government and the executive and legislative branches of the government of Canada have taken and will continue to take such steps as may be looked for from a friendly neighbor and will be effectual toward preventing hostile incursions from Canadian territory into the United States
The expediency of any legislation on the subject is submitted for your consideration.
