No change of the base of operations of the Army of the Potomac shall be made without leaving in and about Washington such a force as shall leave said city entirely secure.

I herewith transmit to Congress a report, dated 1st instant, with the accompanying papers, received from the Secretary of State in compliance with the requirements of the eighteenth section of the act entitled 'An act to regulate the diplomatic and consular systems of the United States,' approved August 18, 1856.
Now, therefore, in the name and by the authority of the President of the United States, I do hereby make known that a reward of $1,000 will be paid at this Department for the capture of each of such offenders, upon his conviction by a civil or military tribunal, to whomsoever shall arrest and deliver such offenders into the custody of the civil or military authorities of the United States.
