As the Senator from New Hampshire knows, the sportsmen who pay this excise tax have varied interests-- they are hunters, field trialers, and shooting enthusiasts. The primary goal of the Pittman-Robertson Act is wildlife conservation, but it is also important that these lands support multiple uses.
