Isn't it also true that out of the last 11 Presidents--and I think we used 11 Presidents because it was 1949 when the filibuster became possible--not one of their nominees, until today, until this Congress, not one of the President's nominees has been successfully filibustered in the Senate of the United States because of the understanding of the fact that the Constitution gives the President the right to a vote?
