Madam President, once again, this targeted budget blueprint before us would focus on the border, the military, and our energy independence. While the Finance Committee does have a $1 billion instruction, this is neither a tax bill nor a healthcare reform bill. That instruction makes that clear. I urge my colleagues to vote against this amendment today as it is not relevant to the Finance Committee instruction.
