First of all, let me say that this is an oversight hearing and I am glad you are holding the oversight hearing.

I never judge an agency by an individual case, but sometimes looking at an individual case gives you a thumbnail that there may be issues.

It just seems to me that we do not have a strategic comprehensive plan.
