in summation, may I just say that this vote on cloture does not close off debate. It says we will now have 30 hours of debate but the amendments will pertain specifically to the legislation before us. That is what the American people would like. They would like us to deal with unfunded Federal mandates. Our partners are in the public and private sector. There would be 30 hours of debate on amendments specific to S. 1. That is what the American people are asking for. We are prepared to deliver. I yield the remainder of my time.
