so you see, Idaho and Connecticut are really tied together in this whole thing. That is why I have had good discussions with the Senators from Connecticut. I know they have to look out for their people who derive such good economic benefit from building these naval nuclear attack submarines in their State, and I know that they realize that with that goes the responsibility of somebody has to come up with the technique to deal with these spent nuclear fuel rods. The last thing we want to do is to say, ``Don't build any more of these nuclear submarines.'' I don't think that is what we want to say. I am sure the folks in Connecticut do not want to hear that. We can see the dilemma for so many States. A State like Connecticut that is building the submarines but also derives 74.1 percent of their power from nuclear powerplants. This is not just one State that is saying, ``Time out, we have a problem,'' it is the States of this Union that are saying, ``Own up to the responsibility, Government of this land.'' It is time for us to come up with a solution. It is time for us to realize, again, that this is not a pronuclear-antinuclear issue. Not at all. It is an issue about whether or not we are going to be responsible.
