I would like to reference the moratorium on the listing of the endangered species. The appropriations bill before us continues the moratorium language that has been in previous bills before this Congress. I remind all of us that the authorization of the Endangered Species Act expired in 1993. Yet, the act continues. And it is not working. It also contains a provision that allows the President to waive the moratorium in its entirety. I am concerned that the latter provision will bring a halt to real progress for Endangered Species Act reform.
