This is an issue that was of concern between the Governmental Affairs Committee and the Budget Committee. Through the evening hours and this morning, language has been worked out. I hope this is another clear evidence that we are finally moving forward on S. 1, so we can deliver unfunded mandate relief to the cities and States. The public sector realizes the private sectors are partners on this. We agree to this amendment.
