Again, Senator, that is correct. We require, on an intergovernmental, that there not be an estimate. But in going through that process, it may be that the conclusion of that estimate is that they just cannot provide the data that we are after. So, Senator, because of the process, there is a waiver. That may be the rationale, the justification, to come to the floor and to seek a waiver of that point of order.
