So we have an affirmation by the courts that title is to be taken by the Federal Government, and we have the Department of Energy that has not sought to appeal that and, in fact, I remember, the Assistant Secretary of Energy, Tom Grumbly, had indicated the Federal Government is going to take title to this. Is it also true that the Department of Energy has informed the utilities that it will not be able to meet its contractual and legal obligation to take title to this spent nuclear fuel as called for in the court's ruling?
