There is no doubt that there are many, many, many working poor, working poor with an emphasis on working.

I mean our heart goes out. As a former governor, I have toured many tornado damaged sites, and it is absolutely devastating to people.

States know who the recipients are because they administer the SNAP Program, and they also know where the jobs are.

I would say, frankly, that as a Nation we have underfunded research in agriculture for far too long.
