If you have too many competing proposals, essentially, you're back to the same old same old and it makes it more difficult because it's easier to sort of stalemate the process.
I think there needs to be some real thought about this, and we need to maybe suggest that on at least this occasion there may be a need for additional resources in that farm bill.
