I appreciate the interest of the gentleman from South Dakota (Mr. Thune) in this issue and his willingness to consider some middle ground on this divisive matter. Our States have so much in common, yet there clearly are differences on this issue. Nonetheless, I do think it is worth considering those areas of the master manual debate where we do agree and work together toward an answer that would satisfy the concerns of upper and lower basin States. I do not expect this to be an easy task as we all know but would welcome the gentleman's input in the process, and I am willing to work with him to consider various options.
