What this amendment will do--it does not add any money. It simply restores these programs. It would be $2.2 billion the first year, $24 billion over 10 years, offset by a reduction in the tax cut. All it does is simply restore the programs. I assume some of these will be restored as we go through the process. But if we don't have it in the budget, that means we are going to take it out of title I, we are going to take it out of special education, and other areas. Let's put the money in there now to pay for these programs.
