the conference report indicates that $5 million is provided for bus replacement in Iowa. But, it is my understanding that the intent was to allow these funds which have been allocated in a collaborative process involving the Iowa DOT and the local transit authorities to be used for bus replacement, bus expansion and for facility and equipment costs.
