Having served on the Small Business Committee of the Senate now for 17 years, I am fully aware of all of the acts adopted in that Committee. But there is nothing in the Small Business Administration Act that allows the SBA Administrator to review all these agencies' actions and then give them to the President for further review, and that lets the President amend an action or reverse an action by himself, with only a notification to Congress. I ask the Senator from Missouri: Is there anything in the Small Business Administration Act, or any law passed by Congress, that gives the President that power?
