I do not agree with the characterization by the Senator from Arizona. There were not 30 amendments to the managers' amendment dropped on the Senate just this morning--that is a fact. Some additional work on the managers' amendment occurred last evening. That is the nature of putting together such a substantial bill as this legislation is. But any modifications were signed off on and accepted by the minority staff. They have been available for review. And I am told that most of them, were e-mailed out at around 6 o'clock last night.
