I wonder why we are jumping the gun with this resolution when there are already other avenues open to repeal a rule which took a decade in the making. Why are we using a measure that would in a sense prevent any similar rule from even being issued unless Congress mandated it? It is an extreme measure. We should oppose it. It violates the original intent of the CRA. It violates the spirit of how we do business in the Senate with amendments and timely debate. The eight-page ergonomics rule is complaint based and flexible according to each workplace and job. It will save employers billions of dollars every year by preventing the debilitating injuries to their workers. As has been said, this is a preventive measure. What is wrong with prevention? We ought to be more involved in both preventing illnesses and in preventing injuries. But no. I understand the votes are on that side of the aisle, plus a few on this side, I understand, to overturn this. So what we will do is continue to spend billions and billions of dollars every year patching, fixing, and mending; spending billions of dollars in workers compensation, spending billions of dollars in Medicaid and perhaps Medicare later on to take care of people who have suffered musculoskeletal disorders, carpal tunnel syndrome, and repetitive motion disorders. We are penny wise and pound foolish around this place.
