And that shield is money. There are going to be other amendments that might focus on one thing or another. My second question for the Senator: Is it his belief, from all of his long experience involving education, that we have to look at the whole? Each one of these parts isn't a whole. It is important to increase Pell grants, but that alone won't solve it. It is important to increase title I, but that alone won't solve it. It is important to increase funding for individuals with disabilities, but that alone won't solve it. Is it the contention of the Senator that this has to be put together?
