There is nothing in section 8(a)(2) now that prohibits management and labor from getting together to discuss these items and to have working relationships. I see them all the time. It just comes about when management says, ``We want to cooperate and here's the terms of our cooperation. As long as you agree, we can cooperate.'' That is what we are trying to avoid. That is really what this so-called TEAM Act does.
